On 17 October 2025, Moscow will host the third meeting of the Organising Committee for the preparation and holding of the International Municipal BRICS Forum 2025 (IMBRICS Forum), which will take place from 29 to 31 October 2025 in St Petersburg.
The IMBRICS Forum was included in the texts of the Beijing Declaration of the 14th BRICS Summit (2022) and the Kazan Declaration of the 16th BRICS Summit (2024) as an important mechanism for promoting development and strengthening ties between cities in the field of sustainable development up to 2030. The Forum will bring together around 5,000 participants from more than 50 countries.
The General Partner of the Forum is the Government of Moscow.
During the meeting of the IMBRICS Forum Organising Committee, the following speakers will address the participants:
— Sergey Cheremin, Deputy Chairman of the Organising Committee, Minister of the Government of Moscow, Head of the Department for External Economic and International Relations of Moscow: - on the progress of preparations for the IMBRICS Forum 2025; - approval of the draft Plenary Session; - the business programme of the IMBRICS Forum 2025; - the plan for 2026. — Inna Svyatenko, Deputy Chair of the Organising Committee, Deputy Chair of the Federation Council of the Federal Assembly of the Russian Federation; — Vladimir Platonov, Member of the Organising Committee, President of the Moscow Chamber of Commerce and Industry; — Dawood Al Shezawi, Member of the Organising Committee, President of the Annual Investment Meeting (AIM); — Elena Belyakova, Head of the IMBRICS Forum 2025 Directorate; and other members of the Organising Committee.

The International Municipal BRICS Forum (IMBRICS Forum) will be held from 29 to 31 October 2025 in St Petersburg, at the Expoforum Convention and Exhibition Centre. This is a key event for mayors, governors, entrepreneurs and international experts, where effective governance models will be presented and large-scale intermunicipal projects launched.
In 2025, the Forum will, for the first time, be held in synergy with the International Forum and Exhibition “Russian Industrialist”, creating a unique integrated platform where regional programme developers and city solution specialists can interact directly with industrial and technology companies, as well as investors.
The General Partner of the IMBRICS Forum 2025 is the Government of Moscow. The Forum is supported by the Federation Council, the Ministry of Foreign Affairs of the Russian Federation, the Government of St Petersburg, the Moscow City Duma, the All-Russian Association for the Development of Local Self-Government, the Moscow Chamber of Commerce and Industry, the Russian Union of Industrialists and Entrepreneurs, and the Roscongress Foundation.
