From 22 to 26 of September 2025, a Moscow delegation headed by the Minister of the Government of Moscow and Head of the Department for External Economic and International Relations of Moscow, Sergey Cheremin, paid an official visit to the Republic of Türkiye. A series of events and meetings took place in Ankara and Antalya, aimed at deepening bilateral cooperation in the economic, cultural and educational spheres, as well as at sharing experience between cities as drivers of regional development. The delegation also included Vladimir Platonov, President of the Moscow Chamber of Commerce and Industry, and Timur Arutyunov, Deputy Head of the Directorate of the Organising Committee of the IMBRICS Forum 2025.
The Moscow representatives held a number of working meetings with officials, business associations and enterprises in Türkiye. In Ankara, the delegation was welcomed by Sergey Koritsky, Minister-Counsellor of the Embassy of the Russian Federation in Türkiye. An official meeting was also held with the Mayor of Ankara, Mr Mansur Yavaş, during which the prospects for bilateral cooperation between the two capitals were discussed.
Important issues of interaction were raised during working meetings with representatives of the Chamber of Commerce and Industry and the International Relations Department of Ankara Metropolitan Municipality.
Members of the Moscow delegation also took part in the extended conference “Moscow – Ankara. A New Stage of Partnership”, which included presentations by companies from both sides, discussions on investment opportunities and the exchange of experience.
In Antalya, the delegation from the Russian capital met with the Governor of the Province, Şahin Hulusi, representatives of the municipality, the President of the Antalya Chamber of Commerce and Industry (ATSO), Yusuf Hacısüleyman, as well as local business circles. Cooperation in the economic and cultural spheres was discussed at the conference “Moscow – Antalya. Experience. Trends. Opportunities” and at a round table jointly organised by the Moscow Chamber of Commerce and Industry and ATSO.
Culture as a Language of Trust: Joint Projects and Exchange of Experience
During the visit, the Moscow delegation paid special attention to cultural initiatives and the preservation of cultural heritage. As part of the programme, they visited the Erimtan Archaeology and Arts Museum and the “Ankara Castle” (Hisar Citadel) heritage site, as well as the Church of St Nicholas the Wonderworker and the ruins of the Greco-Roman theatre in Myra, Demre.
The Russian side presented several initiatives promoting cultural exchange and strengthening humanitarian ties: themed photo exhibitions “Contemporary Moscow” and “Preserving Moscow’s Cultural Heritage” in Ankara and Antalya; a concert by jazz musician Vadim Eilenkrig’s ensemble; and masterclasses on the Russian language and literature featuring children’s author Anna Goncharova. Additionally, at the Moscow International School in Antalya, workshops were held on traditional Russian sports (gorodki, sambo, and power sports).
Outcomes of the Visit: Signing of the Cooperation Programme
During the visit, the Moscow delegation held more than 50 meetings and negotiations with Turkish partners, strengthening bilateral economic and humanitarian ties and identifying new areas for joint work in innovation, industry and cultural heritage preservation.
The key outcome of the talks was the signing of a Cooperation Programme between the Government of Moscow and the Municipality of Ankara. The document provides for the development of collaboration in the fields of economy, innovation, infrastructure and culture. As a symbolic gesture, the parties agreed on the mutual installation of monuments to Yuri Gagarin and Yunus Emre – symbols of progress and spiritual tradition. This step underlines the respect for each other’s cultural heritage and the value of humanitarian dialogue.
