Russian delegation engages in negotiations in Beijing on expanding economic cooperation within BRICS

On 13 August 2025, a large-scale business meeting took place in Beijing between the delegation of the Department for External Economic and International Relations of Moscow and the Organising Committee of the IMBRICS Forum 2025, together with leading Chinese entrepreneurs. The event, held at the GLOBAL BUSINESS EXCHANGE CENTER, focused on deepening international trade and economic partnership between the cities and regions of the two countries.

The Russian delegation was led by Vyacheslav Manuylov, Deputy Head of the Department for External Economic and International Relations of Moscow, and Alexey Naumov, Head of the Foreign Investments Agency and Coordinator of the IMBRICS Forum 2025 Organising Committee. The delegation also included representatives of Sberbank and the Directorate of the International Municipal BRICS Forum.

On the Chinese side, the meeting was attended by Gao Huabing, President of the GLOBAL BUSINESS EXCHANGE CENTER, as well as heads of major companies: Liu Yulin (Zhongcheng City Energy Equipment Technology Co., Ltd.), Zhu Baofen (Tangshan Baofen Tower Manufacturing Co., Ltd.), Wang Xiaoshan (Beijing Shibidaco Trading Co., Ltd.), and Zhou Zhihai, Chairman of the Yaobao International Chamber of Commerce.

The purpose of the Russian delegation’s visit was to present Moscow’s opportunities and to encourage Chinese partners to participate in key projects. The talks centred on the following objectives:

  • Presenting the opportunities and format of the upcoming International Municipal BRICS Forum 2025 in Moscow and inviting Chinese delegations, speakers, and exhibitors.
  • Attracting investment and discussing specific forms of cooperation, including joint projects in industry, transport infrastructure, energy equipment, education, artificial intelligence, and social policy.
  • Strengthening sister-city and partnership ties between Moscow and Chinese cities, provinces, and business associations.
  • Discussing proposals for hosting the IMBRICS Forum in China in 2026.

Following more than four hours of fruitful negotiations, the parties reached a number of specific and significant agreements aimed at long-term cooperation:

  1. Signing a memorandum of cooperation and establishing a mechanism for regular exchange. The parties agreed to provide each other’s delegations with a full range of services (logistics, translation, business statistics, government coordination) during visits.
  2. Promoting mutual recognition of standards and developing unified technical specifications for cross-border cooperation in such areas as green construction and smart manufacturing.
  3. Strengthening humanitarian and cultural ties. It was agreed to hold the "China-Russia Youth Innovation and Entrepreneurship Competition" in Moscow in 2026, creating a platform for talent exchange.

The meeting was held in a constructive and friendly atmosphere. Presentations were given on Moscow’s investment potential, Sberbank’s financial technologies, and projects by Chinese companies interested in entering the Russian market.

The key theme of the speeches was the practical implementation of joint initiatives. Gao Huabing, President of the GLOBAL BUSINESS EXCHANGE CENTER, emphasised:
"This forum is not only an event for discussing policy and coordinating projects, but also an effective mechanism and a permanent channel for deepening cooperation between Chinese and Russian enterprises."
On behalf of the Moscow Government, Vyacheslav Manuylov spoke about the capital’s investment opportunities and personally invited Chinese entrepreneurs to take an active part in the Forum, to visit Moscow, and to invest in its economy.

The visit concluded with a ceremonial reception hosted by Chinese entrepreneurs for the Russian delegation, which served as a symbolic confirmation of the strengthening of friendly relations between the business communities of the two countries.
