International Municipal Forum
In light of the substantial interest in the Forum and the rising significance of the municipal agenda for various countries, the event’s format was expanded to create the INTERNATIONAL MUNICIPAL FORUM (referred to as the "Forum"), which encompasses the International Municipal BRICS Forum (referred to as "IMBRICS Forum / IMBRICS").

The Forum is a communications and business platform for the exchange of best practices, technologies, and effective solutions to ensure the livelihoods of urban and regional populations, strengthening of ties between representatives of regional and municipal authorities, as well as development of business communications by entrepreneurs from Russia and foreign countries.

Since 2024, as designated by Sergey Sobyanin, the Mayor of Moscow, the Moscow Government, represented by the Department for External Economic and International Relations of Moscow, has been acting as the General Partner of the IMBRICS Forum. The Forum was included in the official action plan of Russia’s BRICS chairmanship and noted in the Kazan Declaration of the XVI BRICS Summit in 2024 as a significant mechanism for promoting urban development and establishing links between twin cities within the framework of the 2030 Agenda for Sustainable Development. The Forum was marked by a Letter of Appreciation from the President of the Russian Federation Vladimir Putin.

By Executive Order of the President of Russia, Vladimir Putin, dated December 29, 2025, the International Municipal Forum acquired the status of an annual federal event.
  • Sergey Lavrov
Minister of Foreign Affairs of Russia
“The Forum made it possible to discuss issues that are pertinent to modern urban planning, including the introduction of information and communication technologies and artificial intelligence, as well as logistics, transport, and ecology. The platform's contribution to the establishment of stable contacts between the BRICS countries and the states of the Global South, who positively view the prospects for strengthening cooperation with Russia, is significant.”
  • Sergey Sobyanin
    Mayor of Moscow
"Modern cities are a complex and continuously evolving system. New digital technologies and services are emerging and being implemented here almost every month. Moscow also has things it can present to the world. And we understand how important it is to share experiences with other megacities of the planet."
  • Inna Svyatenko
Deputy Chair of the Federation Council of the Federal Assembly of Russia
"The relevance of this forum is evident, and the continued introduction of new formats over the past two years is encouraging. I would like to emphasise that BRICS is presently broadening, and 30 nations have already presented their applications, thus we anticipate promising prospects for our forum. The priority being given to youth-related issues is of great importance, considering the extensive opportunities for collaboration among young professionals at both the international and municipal levels. I am also pleased, in my role as senator, that a considerable segment is specifically allocated to social policy."
